HR AWARD HRS4R

On 27th of November 2017, the National Institute of Mental Health endorsed principles set in The European Charter for Researchers and The Code of Conduct for Recruitment of Researchers, with the aim to obtain the HR Award certificate which is awarded by the European Commission to Research institutions that implement The Human Resources Strategy for Researchers (HRS4R).
NUDZ submitted within the framework of the Operational Program Research, Development and Education at the Ministry of Education, Youth and Sports a proposal of the project Development of Capacities for Research and Development at the NIMH. MEYS approved the project proposal.

The aim of the project is:

• To obtain the HR Award certificate which is awarded by the European Commission to Research institutions implementing the Human Resources Strategy for Researchers (HRS4R) based on the principles of the European Charter for Researchers and the Code of Conduct for Researchers, which is the recommendation of the European Commission No. 2005 / 251 / EC, which obliges research institutions to create friendly working conditions, career development and transparent recruitment procedures for researchers.

• Strategic setting and development of internal evaluation of researchers

• Strategic setting and development of international cooperation in R & D and internationalization

 

Contribution of HRS4R Implementation for NUDZ and Researchers:

• Strengthen the reputation of NUDZ and increase the attractiveness of NUDZ for both foreign and domestic institutions and researchers

• Ensuring open, transparent and merit-based recruitment (OTM-R) of new staff

• Increased access to European and national research support programs (TAČR, HORIZON 2020, etc.)

• Strengthening the career development of researchers, increased support for vocational training

• Recognizing the experience of mobility in the public and private sectors

• Developing the professional growth of researchers

NIMH is committed to comply with the OTM-R policy and has therefore declared its intention to fully implemented all OTM-R principles and has adopted a document - General principles of OTM-R in NIMH
To manage and implement the project according to project management rules, the NIMH management created a special project management before the project started:

a) Supervision Group (SG): SG acts as a steering committee. SG was designed by management and appointed by the director. SG consists of a Director, Deputy Directors and Heads of Research Programs. SG's task is to oversee the implementation of the Action Plan, in particular to align the proposed changes with NIMH's overall strategic focus.

b) The Working Group (WG) consists of two parts:
(i)  a part of core administrative staff (core WG);
(ii) (ii) part of the wider implementation team (implementation WG).

Role of the core WG is to prepare basic draft of each internal document, which is fulfilling explicitly the principles of Code and Charter. The implementation WG ensures the presence of the R1 to R4 groups in the preparation of changes in the HR project implementation and at the same time includes representatives of the research community that will be primarily affected by the changes.

c) Revision Group (RG) - serves as a consultation group for upcoming changes/documents before submitting documents to the Supervisory Group through a WG. At the same time, it serves as a "pool" of primary ideas for changes in HR grant implementation and also as a "pool" for recruiting additional members to a wider working group. RG is an integral part of the entire HRS4R implementation process and can be seen as a broader working group. RG consists of researchers R1 to R4 and medical staff (an indispensable part of NIMH staff). RG has 42 members - 24 R1 researchers, 5 R2 researchers, 3 R3 researchers, 6 R4 researchers, 2 expert staff and 2 medical staff members.

d) Administrative support staff - 14 members of “ministerial HR project” provide administrative support for the activities of both WG, SG and RG and coordinate the creation of materials within the Research Programmes. They provide feedback to creative WG members.
